      <description>Following an MoU with the People's Bank of China, Germany's largest lender becomes the first non-Chinese bank appointed an offshore renminbi clearing institution, operating alongside Bank of China Frankfurt (designated 2014). Structurally this is a category break: every one of the ~30 prior clearing mandates went to a Chinese state bank, so clearing capacity has until now been an extension of the Chinese state balance sheet. Delegating it to an EU-regulated G-SIB moves RMB settlement inside the European supervisory perimeter, gives eurozone corporates same-time-zone clearing without routing through Asia, and converts Deutsche Bank, a direct CIPS participant since 2015, from a user of the rail into an operator of it.
